People use “civil engineer” and “structural engineer” interchangeably, but they are not the same thing. The difference matters when you are hiring one for a project. In short: structural engineering is a specialism within the much broader field of civil engineering.
What is a civil engineer?
Civil engineering is the broad discipline of designing and building the physical infrastructure around us — roads, bridges, railways, water supply and drainage, ports, dams and the groundwork for buildings. A civil engineer might be working on a highway interchange, a flood scheme or the drainage and earthworks for a new development. It is one of the oldest and widest engineering fields.
What is a structural engineer?
A structural engineer is a civil engineer who specialises in the strength and stability of structures — making sure that buildings, bridges and other structures can carry their loads safely and stand up to wind, earthquakes and time. Where the civil engineer often thinks at the scale of the site and the system, the structural engineer focuses on the skeleton that holds a structure up. Where they overlap
The line is not always sharp. Foundations, for instance, sit between the two — the structural engineer designs what the building needs, while geotechnical (a civil specialism) advises on the ground. On most building projects the two work hand in hand, and many engineers are qualified across both.

- Building, extending or altering a structure? You want a structural engineer.
- Removing a wall, or worried about cracks or movement? A structural engineer.
- Roads, drainage, site development or infrastructure? A civil engineer.
For most homeowners and architects, the day-to-day need is structural.
Qualifications
Both train as engineers and earn professional recognition — Professional Engineer (PE), Chartered Engineer (CEng), Japan’s Gijutsushi (技術士), or APEC Engineer registration. A structural engineer’s qualifications and experience are focused specifically on structures.

Is a structural engineer better than a civil engineer?
Neither is “better” — they are suited to different work. For the structure of a building, you want a structural engineer; for infrastructure and site works, a civil engineer.
Can a civil engineer do structural work?
Many can, especially with structural qualifications and experience. But for significant structural design you want someone who specialises in it.
Other engineers you might meet on a project
Civil and structural are not the only specialisms on a building. On a typical project you may also work with:
- Geotechnical engineers — who investigate the ground and advise on foundations and earthworks.
- MEP (building services) engineers — responsible for mechanical, electrical and plumbing systems.
- Facade engineers — who design the building envelope, where structure, weatherproofing and appearance meet.
Each is a deep field in its own right, and the structural engineer coordinates closely with all of them.
How they work together on a building
On a real project the disciplines interlock. The civil and geotechnical engineers establish the site and the ground; the structural engineer designs the frame and foundations that sit on it; the services engineers thread their systems through that structure; and the architect holds the vision together. Good buildings come from that coordination working smoothly — which is why engaging the right specialists early, and letting them talk to each other, saves both money and grief later.
How each one qualifies
Both start from a similar foundation. A civil engineer typically holds a degree in civil engineering, spanning structures, geotechnics, transport and water. A structural engineer often takes the same degree and then specialises — through a master’s, focused experience and professional registration in structural engineering. Both earn professional status (Professional Engineer, Chartered Engineer, or equivalents such as Japan’s 技術士 and the APEC Engineer register), which signals accountability for their work. The difference is depth: the structural engineer’s training and practice concentrate on how structures carry load and stay standing.
What each discipline builds
The clearest way to feel the difference is to look at the work. Civil engineering gives us highways, bridges, railways, ports, dams, tunnels and the water and drainage systems a city runs on — infrastructure at the scale of the landscape. Structural engineering gives us the towers, stadiums, long-span roofs, bridges and buildings that must stand against gravity, wind and earthquakes. The two meet constantly: a bridge is both a civil and a structural achievement.
Which path is right for you?
If you are choosing a career, it is a question of scale and interest. Civil engineering suits those drawn to infrastructure, the environment and large public works, with a broad range of specialisms to move between. Structural engineering suits those fascinated by how things stand up — the puzzle of forces, materials and form, and the satisfaction of making an ambitious building buildable. Many engineers keep a foot in both; the boundary is a specialism, not a wall.
Working together on a project
On most buildings the two collaborate closely. A civil or geotechnical engineer may establish the site, drainage and ground conditions, while the structural engineer designs the frame and foundations that sit on them. Knowing who does what helps you assemble the right team and ask the right person the right question.
Can one engineer be both?
Yes — and many are. Because structural engineering grows out of civil engineering, plenty of engineers are qualified and experienced across both, moving between infrastructure and buildings over a career. What matters when you hire is not the label but the fit: for the structure of a building, you want someone whose training, registration and recent experience are genuinely focused on structures. Ask what they specialise in and what they have worked on, rather than assuming the job title tells the whole story.
