The 2-room Flexi flat is HDB’s smallest new flat type for families and seniors, and it is often bought by older couples right-sizing, singles or small households who want a compact, manageable home. A 2 room flexi renovation is therefore less about adding features than about making a small space safe, easy to maintain and comfortable for the long term.
This guide summarises the scheme basics that affect renovation, explains what the optional fittings package covers, sets out the HDB rules that apply, and offers layout and safety ideas suited to small and older households. Scheme details are set by HDB and change from time to time, so confirm the current position for your flat with HDB.
The 2-room Flexi scheme: what matters for renovation
Under the 2-room Flexi scheme, buyers aged 55 and above can choose a short-lease flat, with a lease of between 15 and 45 years in five-year increments, provided the lease covers the buyer and spouse until at least age 95. The price is adjusted for the lease length. Younger buyers and families buy the flats on a standard 99-year lease. Our overview of HDB flat types places the 2-room Flexi in context.
Three features of the scheme shape renovation decisions:
- Grab bars. HDB installs grab bars in all short-lease 2-room Flexi flats to help seniors move around the flat.
- The Optional Component Scheme (OCS). Buyers can opt in to sanitary fittings, floor finishes and a package of senior-friendly fittings when they book the flat, with the cost added to the flat price.
- Size. The flats come in two sizes, and exact floor areas vary by project, so measure your own unit before planning furniture and joinery.
Understanding the fittings package
For buyers of short-lease units, HDB offers senior-friendly fittings as one package, in addition to the sanitary fittings and floor finishes available under the OCS. HDB has described the package as including items such as built-in kitchen cabinets and a built-in wardrobe, and in selected projects with flexible-space layouts it has included a folding partition between the living room and bedroom, so that the flat can be handed over close to move-in condition.
If you opted in, your renovation may be limited to light works: lighting, curtains, loose furniture and a few safety improvements. If you did not, you will need to plan flooring, kitchen cabinets, wardrobes and bathroom fittings yourself. Either way, check exactly what was included in your sales agreement before engaging a contractor, so you do not pay to replace new items.
HDB rules that apply
A 2-room Flexi flat is subject to the same renovation rules as other HDB flats:
- Your renovation contractor must be listed in the HDB Directory of Renovation Contractors.
- Works such as replacing floor finishes, raising floor levels in wet areas and hacking or altering walls need an HDB renovation permit, which the contractor applies for. Our guide to the HDB renovation permit explains the process.
- In a new BTO flat, toilet wall and floor finishes should not be removed for three years after the block’s completion, to protect the waterproofing. New tiles can be laid over the existing finishes with adhesive instead. See our guide to HDB toilet renovation for details.
- Structural walls and household shelter walls must not be hacked, and noisy works are restricted to weekday working hours.
Because the flat is small, every wall matters. Before planning to remove a partition, confirm which walls are structural; your contractor can check the floor plan and HDB’s records.
Layout ideas for a small household
With limited floor area, the aim is an open, uncluttered plan with clear routes and furniture that fits the room rather than fills it.
Living and sleeping
Where the flat has a flexible-space layout, a folding or sliding partition can keep the bedroom open to the living area during the day for light and air, and closed at night. For a couple with different sleep patterns, keeping a full-height partition gives better separation.
Kitchen
Keep everyday items between waist and shoulder height to reduce bending and reaching. Pull-out drawers are easier to use than deep base cupboards, and an induction hob is easier to clean and avoids an open flame. Good task lighting under wall cabinets helps with failing eyesight.
Storage
Plan built-in storage along one or two walls at full height, with the most-used items at accessible levels and seasonal items above. Avoid low, heavy furniture that creates obstacles in narrow routes.
Safety features worth adding
Even with grab bars installed, a few improvements can make a 2-room Flexi much safer for older residents. These reflect the wider principles of designing for ageing in place:
- Slip resistance: choose floor finishes with documented slip resistance in the bathroom and kitchen, or improve existing tiles with an anti-slip floor treatment.
- Level thresholds: minimise steps and lips between rooms, and between the bathroom and the rest of the flat where the rules allow.
- Lighting: bright, even lighting, switches at the entrance to each room, and a night light route from bed to bathroom.
- Lever handles and easy taps: easier to operate than knobs for hands with reduced grip.
- Shower seat and handheld shower: in place of a fixed overhead shower alone.
- Contrast: colour contrast between floors, walls and door frames helps people with low vision.
Planning your 2 room flexi renovation
A 2-room Flexi renovation usually involves fewer trades than a larger flat, but it pays to plan carefully. Prioritise items that affect safety and daily comfort over decorative work. Agree the scope and schedule in writing with your contractor, check what the OCS already provides and avoid duplication.
For seniors moving from a larger home, renovation is also a chance to edit possessions. Measuring existing furniture against the new plan before moving avoids bringing items that will not fit. Where changes involve heavy fixed items, such as tall built-in cabinets or wall-mounted beds, make sure they are fixed into suitable walls.
Frequently asked questions
Who can buy a short-lease 2-room Flexi flat?
Under HDB’s scheme, buyers aged 55 and above can choose a short lease of 15 to 45 years in five-year increments, provided it covers them and their spouse until at least age 95. Other eligibility conditions apply, so check HDB’s current rules.
Do 2-room Flexi flats come with fittings?
Grab bars are installed in all short-lease 2-room Flexi flats. Other fittings, such as sanitary fittings, floor finishes and a senior-friendly package including built-in kitchen cabinets and a wardrobe, are optional under the Optional Component Scheme and are chosen when booking the flat.
Do I need a permit for 2 room flexi renovation?
Some works do. Replacing floor finishes, raising wet-area floor levels and hacking or altering walls generally need an HDB permit, applied for by an HDB-listed contractor. Lighting, curtains and loose furniture do not.
Can I hack the toilet tiles in a new 2-room Flexi flat?
Not in the first three years after the block’s completion, according to HDB’s guidance, because this protects the waterproofing. You can overlay new tiles on the existing ones with adhesive during that period.
What renovation helps seniors most in a small flat?
Slip-resistant floors in wet areas, good lighting including a night route to the bathroom, level thresholds, lever handles, a shower seat and storage at accessible heights tend to make the biggest difference to safety and independence.
